As professor I published over 280 scientific publications, and a co-author of 2 textbooks;
Supervised or advised doctoral students on their doctoral thesis; made over 70 presentations
and lectures in international conferences; a visiting professor on more than 30 occasions; a
visiting professor at universities in Athens, London and Prague; a member of various
international medical organizations and a member of the editorial boards of Lithuanian and
Foreign medical journals. Since 1995, an intern on more than 70 occasions at the best-known
Hospitals in the UK, USA, Austria, Italy, Germany, etc.
As Director for surgery provided supervision of all Surgical services of the Kaunas University of
Medicine Hospital (approx. 1000 surgical beds, 200 intensive care beds, approx. 50.000
surgeries performed each year). Duties included planning of the services, preparation of
the tender documents and conducting tenders for obtaining medical equipment and
disposable materials.Management of human resources, financial allocation of funds for salaries,
medical supplies and renovations.
Representation of the Hospital in the Health ministry as Chief Consultant abdominal surgeon
and coloproctologist. This included all expertise in national guidelines preparation, negotiations
with parliament and state sickness fund, quality assurance strategies of Lithuania. Actively was
involved in Emergency medicine planning and achieved status for the Hospital as Main military
hospital of Lithuanian army.Prepared personnel recruitment, supplies planning and providing for
mission in Afghanistan, Kandahar province. Active planning of new facilities as new buildings
of the hospital – Cardiosurgicalcentre, Emergency centre and Traumatology-orthopedic centre.
They are implemented already.
As a Minister, with responsibility of all education (secondary, colleges, university, vocational training)
and research activities in Lithuania I implemented a quality-focused Higher Education reform,
reformed secondary school funding system in Lithuania. Created funding system for science-
business valleys in Lithuania. Smart specializations strategy for the next funding period. Decisions
made to join MBL and other European research infrastructure. Decision made on joining
European Spalation Source in Lund (ESS). Cooperation with CERN, WEF, UNESCO on different
projects. Effective cooperation with social partners and business in vocational training in Lithuania
ensure necessary working power for local industry. Started CEDEFOP trial on apprenticeship
education model in Lithuania. Collaboration with OECD on PISA, TIMS and other activities.
I signed decision to join an OECD review on efficient use of educational resources.
