一、基本情况
Basic Situation
（一）经济。合作区位于中国河北省沧州渤海新区中捷产业园区，面积268平方公里，人口8万人。2018年，GDP为85.5亿元，同比增长10%，进出口额3000万美元。//
Economy. The Cooperation Zone is located in Zhongjie Industrial Park, Bohai New Area, Cangzhou City, Hebei Province, China. It covers 268 square kilometers and has a population of 80,000. In 2018, GDP was 8.55 billion yuan, increase 10% than last year. Imports and exports amounted to 30 million US dollars.
（二）历史。合作区前身是国际合作友谊农场。1955年，国家领导人朱德带团访问捷克斯洛伐克共和国。捷政府赠送中国政府677台套农机设备，并派遣8名农机专家教授设备使用和维修。经国务院批准，这批设备全部用于建设渤海湾畔的一个农场，周恩来总理亲自命名这个地方为“中捷友谊农场”。//
History. The predecessor of the Cooperation was an international cooperation farm. In 1955, the Chinese natioanl leader Mr. Zhu De visited Czechslovakia Republic. The Czechoslovakia government presented 677 sets of agricultural equipment to Chinese government, and meanwhile despatched 8 experst to China to teach to use and maitain the machines. With approval by State Council, all these machines would be used to construct a farm on the Bohai Bay. Premier Mr. Zhou Enlai named the place as "Sino-Czech-Slovak Friendship Farm".
（三）发展。2003年，农场改制为开发区。2013年，河北省政府批复在中捷建设省级高新技术产业开发区。2015年，河北省政府在中捷设立省级中欧产业园。2018年，中国工信部批准在中捷设立中国-中东欧中小企业合作区。同时兼具农垦、开发区、高新区、国别园等四个层面的体制发展优势。//
Development. In 2003, the farm was transformed into development zone. In 2013, Hebei Provincial Government set up High-tech Zone in Zhongjie. In 2015, Hebei Provincial Government set up Sino-Euro Industrial Park in Zhongjie. In 2018, the Ministry of Industry and Information Technology of China approved the establishment of China-CEEC SME Cooperation Zone in Zhongjie. It has the four-systems development advantage of agricultural reclamation, development zone, high-tech zone, and foreign-cooperation park .
（四）现状。合作区基础配套健全，服务功能完善。内有两个大学，一个职业技术学院，一个航空培训学院，五星级温泉酒店，27洞高尔夫球场。正在建设百万人口的河北省沿海中心城市黄骅新城；形成了绿色石化、现代农业、建材物流、高端制造、通用航空等五大领域发展的产业格局。实现了养老、教育、医疗、居住、生活、就业等领域的全面覆盖。//
Present situation. The cooperative zone has a sound foundation and good service functions. There are two universities, one technical college, one GE traning college, onr five-star hotel with Hot Springs and 27-hole golf course. The coastal central city of Hebei Province-Huanghua New City with a population of one million is under construction. The five industrial plates of green petrochemical, modern agriculture, building-material logistics, high-end manufacturing and general aviation industry has been developing. It has realized overall people’s livelihood security in fields of pension, education, medical treatment, residence, life and employment.
二、发展优势
Developmental Advantages
（一）平台优势。合作区是中国第一个也是目前唯一的专门面向中东欧国家合作设立的园区，合作区发展建设受到李克强总理关注，2018年写入《中国-中东欧国家合作索非亚纲要》，2019年写入《杜布罗夫尼克纲要》，成为河北省对外开放发展的最具潜力平台。//
Platform Advantage. The Cooperation Zone is the first and only one currently specially oriented to cooperation with CEEC, whose construction and development has been highly concerned by Premier Li Keqiang, and it has been written into the Sofia Guidelines in 2018 and Dubrovnic Guidelines for Cooperation between China and CEEC. The cooperation zone becomes the most potential platform for the opening up development of Hebei Province.
（二）区位优势。合作区距离北京天安门往南200公里，东临渤海30公里，处于京津冀协同发展、雄安新区规划建设、河北沿海率先发展、环渤海合作发展、一带一路发展等多个国家级发展战略叠加之地。//
Location Advantage. The Cooperation Zone is 200 kilometers to the south from Tiananmen Square in Beijing, 30 kilometers to the Bohai Sea. It is situated in the overlapping position of national strategies, including the coordination development of Beijing, Tianjin and Hebei, the planning and construction of Xiongan New Area, the leading development of Coastal Area in Hebei Province, the cooperative development around the Bohai Sea and One Belt and Road.
（三）交通优势。合作区交通网络密集，区内共有两条国道（205、307）、三条高速（沿海、津汕、石黄）、四条铁路（朔黄、邯黄、黄万、沧黄）和即将建设的京沪高铁二线、环渤海城际铁路、石衡沧港城际铁路。2.5小时内可通达三个国际机场，域内有一个通用机场和港口。//
Transportation Advantage. There are two national highways, three expressways, four railways and the forthcoming Beijing-Shanghai High-speed Railway Line II, the Surrounding Bohai Intercity Railway and the Shi-Heng-Cang-Port Intercity Railway. It can reach 3 internatioanl airport within 2.5 hours, and there is on general airport and one sea port in the region.
（四）港口优势。距离合作区20公里的黄骅港作为雄安新区的出海口，已建成20万吨级航道和万吨级以上泊位33个，2018年港口吞吐量2.88亿吨，集装箱71.7万标箱。综合保税区一期已完成建设，预计2019年下半年投入使用。//
Sea-Port advantage. 20 kilometers away from the cooperation zone to the east is the Huanghua Sea-port. It serves as the outlet of Xiongan New Area. It has built 200,000-ton capacity waterway and 33 berths above 10,000 tons capacity. In 2018, it achieved 288 million tons throughput and 717 thousand containers. The construction of first phase bonded area is finished and will be put into operation in second half year in 2019.
（五）空运物流优势。合作区已建成1200米跑道的通用机场，正在推进建设3600米飞机跑道的货运机场和空运物流区，将打造辐射京津冀及整个中国北方的进出口货物空运枢纽。//
Air Logistics Advantage. The Cooperative Zone has built up a general aviation airport with a runway of 1200 meters, and is building a cargo airport and an air transport logistic area with a runway of 3600 meters, which will create an air transport hub for import and export goods radiating from Beijing, Tianjin and Hebei and the whole north of China.
（六）土地优势。合作区土地存量大，未利用地70平方公里，发展空间充裕；地势平坦，全部为国有土地；土地购买（可按全国工业用地出让最低价标准执行）和使用成本低（3元/平米/年）；土地出让标准为“七通一平”。//
Land Advantage. The Cooperation Zone has ample space for new enterprises, with 70 square kilometers of unused land, which is state-owned and flat terrain, low cost for purchase ( lowest cost standard execution for industrial project) and use(3Yuan/m2/Y), land transfer is Seven Connections and One Leveling.
（七）产业优势。基于沧州市14630家企业，包括石油化工、管道装备及冶金、机械制造、纺织服装、食品加工等五大主导行业，以及“六大新动能”（汽车及零部件制造、绿色化工、生物医药、主题旅游、时尚服装服饰）和“五大新引擎”（激光及智能制造、先进再制造、电子信息及应用、航空航天技术、清洁能源产业）,合作区主要培育产业为通用航空、汽车及零部件、环保、农产品深加工、教育科创、跨境贸易、房车、医疗器械等，包括捷克鲨鱼飞机、斯洛伐克尼特拉酒庄、韩国星宇汽车部件等在内的60余个中外合作项目已落地合作区。//
Industrial Advantage. Based on the 14630 companies in Cangzhou City, including the Five Leading Industries: petrochemical, pipeline equipment and metallurgy, machinery manufacturing, textile and garment, and food processing, as well as "Six New Energies" (automotive and parts manufacturing, green chemicals, bio-medicine, theme tourism, fashion apparel) and “Five New Engines” (laser and intelligent manufacturing, advanced remanufacturing, electronic information and applications, aerospace technology, clean energy industry), the main cultivating industries in Cooperation Zone are general aviation, automobile and spare parts, energy saving and environmental protection, deep processing of agricultural products, high-education and Incubation, cross-border trade, caravan industry and medical equipment. More than 60 projects in and abroad such as Czech shark aircraft, Slovak Nitra Winery, Korean Sungwoo Automobile Parts have already settled in.
（八）传统外事优势。合作区与捷克与斯洛伐克保持友好往来63年，是中国最早的对外开放窗口之一。合作区中2013年连续五年举办对外合作推介会暨驻华大使交往年会，吸引了40余个国家驻华使节和近千名企业家。2018年，年会升格为中国中东欧中小企业合作论坛，论坛举办写入16+1合作纲要。//
Traditional Foreign Advantage. The Cooperation Zone has kept friendly exchanges with the Czech and Slovakia for 63 years. It is one of the earliest open windows in China. For five consecutive years since 2013, Cooperation Zone holds Foreign Cooperation Promotion Conference and Diplomat Annual Summit, attracting envoys from more than 40 different countries and over 1000 entrepreneurs. Since 2018, the Summit was upgraded into China-CEEC SME Cooperation Forum, and the Forum is written into the 16+1 Guidelines.
三、发展定位Development orientation
（一）定位。合作区核心区规划面积36.75平方公里，拓展区面积268平方公里。合作区将通过与中东欧16国合作为基础，拓展与整个欧洲的产业、经贸、科技、文化等领域的合作，致力于打造中国中东欧科技成果转化基地、中国中东欧产业合作基地、中东欧国家产品展示贸易合作基地、中国中东欧文化交流中心。//
The core area of Cooperation Zone is 36.75 square kilometers and the expansion area is 268 square kilometers. Based on cooperation with CEEC, we will expand cooperation in the fields of industry, trade, science and technology and culture exchange with whole European countries. It engages in developing transformation base of scientific and technological achievements, industrial cooperation base, product exhibition and trade base, and cultural exchange center between China and CEEC.
（二）规划。合作区正在按照“两区三园”的产业规划推进项目建设：
Planning. Cooperation zone is developing the projects according to the industrial planning of "two districts, three parks":
一是都市商务区。以黄骅新城为基础，形成城市+合作区共建格局。加快推进中东欧16国国家商务中心、奥特莱斯小镇等配套设施建设，逐步完善各项服务功能设施。
Urban Business District. On the basis of Huanghua New City, a co-construction pattern of city plus cooperation zone has been formed. We are building the supporting facilities such as natioanl business centers of CEEC and Outlets Town, and gradually improving the service functions.
加快合作区综合服务中心建设，打造对外合作服务体系建设，为欧洲中小企业提供项目政策、项目承接、项目手续、项目市场以及其他咨询服务。
We are building the comprehensive service center of Cooperation Zone, to set up a foreign cooperation system and provide services including project policies, project acceptance, project procedures, project market-match and other consulting services for small and medium-sized enterprises（SME） from Europe.
合作区正在建设欧洲贸易中心项目，一期2000平米中东欧产品展销中心已落成。同时，合作区在斯洛伐克设立沧州特色商品D1展销中心，一期300平米已入驻52种沧州产品。为中欧双边中小企业“引进来和走出去”打造平台。//
Cooperation zone is building European Trade Center, in which the first phase construction 2000 m2 CEEC commodity exhibition and sales center is completed. We also set up Cangzhou Commodity exhibition and sales centers in D1 Park in Slovak, the first phase of 300 m2 is finished with 52 types products. These bilateral platforms are for "Import and Export" cooperation for Chinese and European SMEs.
二是科技创智区。打造中外教育交流合作平台。合作区有7平方公里的高教园区，河北农业大学、北京中医药大学、中捷技术学院已办学多年，正在建设北航教育园，并与捷克查理大学、捷克拔佳大学、斯洛伐克农业大学等开展国际合作办学交流。
Technology and Innovation District. To build a platform for educational exchanges and cooperation between China and Europe. There is a 7 square kilometer High-Educational Park, it runs Hebei Agricultural University, Beijing University of Traditional Chinese Medicine and Zhongjie Technical College, and Beihang Aviation Educational Park is under construction. And they are conducting teaching exchanges with Charles University and Tomas Bata University in Czech and Slovak Agriculture University.
打造中东欧技术转移与孵化平台。合作区有一所大学科技园、四家众创空间等孵化平台，可为初创企业提供办公场所和配套服务。已与贝尔格莱德大学建立技术转移合作，与捷克西波西米亚大学建立工业设计合作。
To build a platform for technology transfer and incubation from CEEC. Cooperation Zone has one university technology park and four incubators, which can provide offices and supporting services for start-ups. We have established technical transfer cooperation with University of Belgrade, and industrial design cooperation with University of West Bohemia.
打造欧洲中小企业加速和转化平台。一期建设16万平米的合作区标准厂房已入满项目。二期20万平米中欧绿色产业园标准厂房将于年底全部竣工投用，外资项目正在陆续签约入驻。
To build accelerators and transformation workshops for SMEs from Europen countries. The first phase of 160,000 m2 workshops have been full of companies. The second 200,000 m2 workshops of Sino-Euro Green Industrial Park will be put into operation by the end of 2019. Foreign projects are signing in.
三是通用航空产业园。规划占地17 平方公里，重点开展航空物流、航空教育与培训、飞机制造、飞机运营与商务飞行、航空会展、大型飞机拆解、大型客机改货机、大型飞机维修、公务机飞行服务等。
General Aviation Industrial Park. It covers 17 square meters, mainly developing air logistics, aviation education and training, aircraft manufacturing, aircraft operation and commercial flight, aviation exhibition, large aircraft dismantling, large passenger aircraft cargo conversion, large aircraft maintenance and civil aircraft flight services.
机场建设方面，一期1200跑道机场已投用，二期3600米跑道机场已开工建设。
飞行培训方面，与捷克FAIR航空学校正开展第二批项目合作，百余名学员的金胜航校成功运营，飞行模拟培训中心项目与斯洛伐克VRM已签约。
飞机制造方面，与捷克鲨鱼飞机制造项目已注册，预计2019年底可第一架飞机下线。//
In airport construction, the first stage of 1200-meter-runway airport has put into operation, and the second stage of 3600-meter-runway airport has started construction.
In flight training, we sent candidates to train at FAIR Flight School in Czech. Jinsheng Aviation School with 100 pilots candidates runs well. We have signed contract with VRM on the flight simulated training center project.
In aircraft manufacturing, the Czech shark aircraft manufacturing project will produce the first aircraft by the end of 2019.
四是高端制造区。利用军民融合产业园、京津产业转移园、医疗耗材园、中欧房车园、新材料产业园等园中园平台，重点发展汽车零部件、房车、医疗器械、环保设备、新材料产业。分别以非公路矿车制造、韩国星宇零部件、英国宽河驿马房车、康博思铭中德新能源环保设备、英国高性能陶瓷建筑新材料等项目为代表的产业集群逐步形成。一期14公顷的医疗器械产业园项目引进全部完成。//
High-End Manufacturing Park. Taking advantage of the Military-civilian Integration Industrial Park, the Beijing-Tianjin Industrial Transfer Park, the Medical Instrument Park, the Sino-Euro Motor-home Park, and the New Material Park, we focus on development of automotive parts, caravan, medical equipment, environmental protection equipment, and new materials industry. The industries are growing into clusters step by step represented by Off-road Mining Vehicle, South Korean Sungwoo automotive parts, British Broadriver-Horselodge caravan manufacturing, German new sanitation vehicle, and British high-performance ceramic building materials projects. The first phase of 14-hectare medical device industrial park has been completed on projects signing in.
五是绿色农产品产业园。重点发展农产品深加工产业。依托5万头奶牛养殖基地、5万亩桑葚产业基地、5万亩苜蓿园以及尼特拉万国酒庄，加强与欧洲国家企业合作，打造特色绿色农产品交易和深加工基地。
Agricultural Products Industrial Park. We focus on deep processing of agricultural products. Relying on 50,000 dairy cattle breeding base, 50,000 mu mulberry base, and 50,000 mu alfalfa garden, we will strengthen cooperation with agricultural products processing enterprises in European countries to build distinctive green agricultural products trading and deep processing base.
目前与斯洛伐克联合工业公司在葡萄酒酿造及销售方面开展多年合作，并与中东欧其他企业合作，积极推进与乳制品加工、农田改良等项目，打造田间精细化管理试验区。//
At present, we have cooperated with Slovakia United Industry in wine for years, and are promoting projects of dairy products processing and farmland improvement with other CEEC companies to build pilot farming zone in fine field management.
四、优惠政策Incentives
经合作区认定的，可以享受以下政策：
1. 土地政策：享受土地最低出让价标准，且30%优惠；
2. 厂房政策：1000-5000平米厂房3年免租金使用；
3. 办公场所：50-300平米办公场地3年免租金使用；
4. 项目落地：外资注册实缴奖励（100万元）；
5. 项目经营：地方税收补贴三年（100%）；
6. 研发平台：提供研发及运营经费扶持（50万-200万元）；
7. 贸易政策：国内外展销区1年免费使用；
8. 服务政策：免费绿色通道手续跑办，提供咨询和市场对接服务。//

During 8-10 November 2019, co-hosted by Ministry of Industry and Information Technology of China and Hebei Provincial Government, the second China-CEEC SME Cooperation Forum has taken place in Cooperation Zone. It contains Opening Ceremony and Keynote Speech, European & Chinese Products Exhibition; Sino-Euro SME Cooperation Conference & B2B, Sub-Forum on Aviation, Industry Cooperation and B 2B.
对外合作项目汇总
一、已落地及签约项目
1、海捷教学设备捷克基地项目
海捷教学设备有限公司成立于2003年，是专业从事多媒体教学设备、通信设备、舞台灯光设备、高级会议数位演讲台等研发制造的高新技术企业，公司销售服务网络覆盖全国，并辐射亚、欧、非等多个国家。其中多媒体讲台在全国教学领域处于领先地位，被众多大中院校作为竞标的指定品牌。
同时，为加强在软件教学系统方面的研发优势与开拓捷克销售市场，海捷公司于2017年以2000万元全资收购捷克INDOTA公司，从而成为捷克NWT公司的主要股东。NWT 公司是捷克最大的IT 公司之一，拥有20多年的历史，集为客户提供解决方案、售后服务、销售、后勤保障于一体。主要业务为工程能源、电气安装、系统集成等，拥有先进的处理环境和自主研发权，以及来自全球各地的高端技术人才100多人，其销售渠道广泛，与政府、学校项目合作密切，是瑞士、欧盟等发达国家多个大型公司的合作伙伴。基于双方合作，河北海捷现代教学设备有限公司将立足捷克做全球运营基地，从而将公司传统产品推向国际市场的战略联盟。
2、捷克啤酒酿造项目
此项目合作方为中捷尼特拉葡萄酿酒有限公司与捷克饮料工业公司。捷克饮料工业公司成立于2000年，是由AGRA集团（是捷克肥料、植物营养药和刺激药等产品的主要生产商之一）和衣歌先生合资创办的，衣歌•科佩内茨先生现任该公司的总经理。公司主营业务：啤酒原料研究、开发、制造和自有品牌啤酒的生产。公司的酿造原料混合研究方面的技术能力及产品品质在捷克排在首位，研发的酿造原料是生产超极捷克式贮藏啤酒的最佳原料，现已销往美国和加拿大。
合作项目占地1800平方米，投资1200万元，由中方引进捷克饮料工业公司提供的原料，包括啤酒粉末、啤酒花、酵母，同时引进捷克的啤酒酿造技术和设备，酿造传统的捷克皮尔森啤酒进行销售。
3、斯洛伐克红酒项目
中捷尼特拉酒庄占地800亩，其中葡萄园种植面积400亩，投资1.2亿元。地下酒窖储存能力150吨，并于2013年开业运营。
中捷尼特拉葡萄酿酒有限公司与斯洛伐克联合工业公司合作开展葡萄酒进口贸易。目前，年销售量已达到30吨。为达到自主酿造能力，公司从意大利VELO公司引进了一条现代化生产线，设计年生产能力500吨。为确保酒庄前期葡萄酒的供应，中捷尼特拉酒庄除了自己的葡萄园外，还在斯洛法克伽兰塔地区租种了25公顷的葡萄园，同时引进斯洛伐克联合工业公司的葡萄酒酿造技术，以期尽快达到葡萄酒酿造条件。
在葡萄酒文化传播方面，双方也达成了密切的合作，并取得较大成果。利用酒庄平台，双方分别于2016年6月和2018年6月谋划并共同筹办了第一届和第二届河北中欧国际葡萄酒大赛。
4、斯洛伐克中国商务中心项目
斯洛伐克中国商务中心(河北福润德国际贸易有限公司)成立于2017年6月，是中捷域内唯一一家具有合资性质的商贸平台公司。项目主导方为斯洛伐克河北之友有限公司，中方合作单位为沧州福睿斯国际贸易有限公司，其中河北之友有限公司是以斯洛伐克联合工业公司与斯洛伐克IPEC集团公司联合创建，后期将有多家斯洛伐克公司加盟。
公司成立之初定位明确：一是平台功能。借助中捷独特的外事资源优势，配合园区对外招商工作，作为区域代表性对外平台；二是商业公司。响应“一带一路”国家战略号召，加强对外交流，面向国内外市场，经营特色商品贸易、技术、制造、文化教育项目。
截至目前，项目方已成功开展运营国际贸易项目，包括斯洛伐克葡萄酒、捷克啤酒、捷克水晶工艺品、波兰琥珀蜜蜡工艺品；下一步计划推进矫正鞋、健康辅助器械、矿泉水等。
5、FAIR飞行培训项目
捷克FAIR公司是中东欧第一家私人飞行学校，与中捷航校开展合作，共同建设通用飞行器飞行培训学校。包括：一是FAIR向中捷通航园提供关于飞行培训和通航人才培训的技术转移；二是FAIR向中捷通航园开发建设提供业务咨询和现场支持；三是FAIR将作为中捷通航园驻捷克的通航产业项目招商代理。
目前已为中捷航校完成飞行教员培训一人，正在推进第二批飞行教员培训的合作。
6、中捷环境咨询项目
捷克爱捷科技有限公司长期致力于开发和应用绿色能源及先进的环保技术。能够提供综合性的环境技术解决方案。
与我区环保局签订的中捷环境咨询项目分三步进行，第一阶段针对性现场调研并出具报告；第二阶段设立办事处，同步运行两个试点项目；第三阶段根据实际需要，开展系统性环保治理工程。现第一阶段已进入收尾工作。
7、欧洲科技产业园项目
项目方为瑞华投资集团有限公司，是我区的外资项目招商合作伙伴，于2005年6月在香港成立，致力于国际合作、文化娱乐、产业项目投资、国际贸易、高科技和医疗等领域投资合作。公司拥有欧洲企业项目专业招商团队，具备欧洲企业项目信息导入、项目筛选、项目评估、投资融资、市场推广、项目咨询服务等系统性业务能力。
项目目前选址为中欧绿色产业园，主要通过园区招商、运营、管理以承载外资企业产业化经营预计引进外资企业5-10家，实现产值8000万元，提供就业岗位300个。本年度任务为不少于3个。
8、欧洲科技创业园
项目方为瑞华投资集团有限公司，是我区的外资项目招商合作伙伴，主要致力于国内外优质项目的引入与投资服务。
项目将优选初创的优质项目则入驻创业园，主要定位为来自欧洲国家的高层次人才创新创业综合孵化器，孵化领域主要为节能环保、生物医药、文化创意、移动互联网、生态农业等，预计入驻企业25家，实现产值8000万元，提供就业岗位150个。本年度任务为不少于5个。
9、捷克鲨鱼飞机合作项目
项目合作方为鲨鱼航空公司与中捷机场管理有限公司。捷克鲨鱼航空公司（Shark）成立于2009年，于2013年获得捷克LAA轻型飞机协会认证，至今销往11个国家超过60余架飞机，年均销售20余架飞机。同时，鲨鱼航空公司是中华人民共和国的鲨鱼飞机的独家经销商和制造商。鲨鱼飞机是一种最适合个人运输、旅游发展以及体育产业的飞机，拥有多项设计大奖和世界速度记录。身最大载重600公斤，主要用于运动、娱乐和过境，也可用于军方飞行训练，是世界轻型运动飞机速度记录保持者，已于2017年获得中国CAAC机型认证。
双方拟设立合资公司，开展鲨鱼飞机的销售和制造业务，分三步进行合作：第一步在中国建立销售中心、维修中心和飞机组装线，快速进入中国市场；第二步通过技术转移在中国进行全部的飞机生产。
10、斯洛伐克飞行模拟培训中心项目
项目合作方为Virtual Reality Media公司和中捷航校有限公司。斯洛伐克VRM公司成立于1992年，是斯洛伐克著名的模拟器产品供应商。主要业务包括生产研发飞行模拟器、训练系统、软件开发、飞行员培训等其他服务，产品主要销往欧洲和美国市场。
双方一是拟建立合资公司，引进适用于中国市场的训练器和模拟机；二是拟合资在中捷建立142飞行培训中心；三是在中捷和欧洲开展双向培训，逐步开拓中国飞行培训市场。
二、教育合作情况
1. 河北工程大学与捷克兹林托马斯拔佳大学交流合作
双方拟在教师交换、学生交换、科学研究合作、共同举办会议、文化合作等领域开展合作办学。
2. 河北农业大学与斯洛伐克农业大学短期留学项目
双方拟在食品质量与安全和食品科学与工程专业进行本科阶段学生短期留学项目的合作，每年9月份将选派河北农业大学本科三年级、四年级在校生赴查理大学进行为期一年的学习，由斯洛伐克农业大学为本项目的教学提供必要的设施设备。
3. 河北农业大学与捷克查理大学
双方拟在渤海校区建立语言培训中心，展开捷克语等教学合作。
4. 中捷职业技术学校与捷克查理大学交流合作
双方拟在选拔交换生和在捷克培训方面进行合作。在技校现有的筹备基础上，查理大学将选派捷克语教师来中捷技校培训语言，合格后赴捷克进行学习专业，捷方负责提供实训基地。
5. 河北农业大学与乌克兰文尼察国立技术大学合作办学项目
双方已建立合作办学与互派交换生项目。目前正在推进制定合作专业的教学计划、教学大纲、选用教材、师资配置等工作。
6. 河北农业大学与乌克兰国立化工大学合作办学项目
双方将在化学科学与技术、计算机科学与技术、机械工程与设备制造、自动化技术、热能与动力工程、管理科学与技术等学科领域开展学科带头人和学术团队聘用、硕士学位课程、青年教师培训、联合研究等合作。
